Angola Introduces 30-Day Transitional Licence Window for Gaming Operators

Angola’s Institute of Games Supervision (ISJ) has introduced a transitional licensing regime, giving eligible gaming operators 30 working days to apply for provisional licences as the country continues implementing its new Gaming Activity Law (LAJ).

The regulator announced the new framework during a stakeholder clarification session held on June 29, with the Circular officially taking effect on July 1, 2026.

According to the ISJ, the transitional regime allows qualified operators to continue operating legally while the government finalises regulations under the Gaming Activity Law and prepares future public licensing tenders.

The regulator said the interim measure is designed to ensure legal compliance, maintain market stability, and support a smooth transition to the new regulatory framework.

The regime applies to operators whose licences expired after the Gaming Activity Law came into force, as well as those whose licences expired earlier, provided they had notified the ISJ of their intention to continue operating before their licences lapsed.

The transitional measures form part of Angola’s broader gaming sector reforms under the Gaming Activity Law (Law No. 17/24), enacted in October 2024 to modernise the country’s gambling regulatory framework and strengthen oversight of the industry.
