ANGOLA, MALAWI DISCUSS GAMBLING OVERSIGHT MOU
Regulators Explore Cross-Border Cooperation
ANGOLA – Angola and Malawi are working to strengthen cross-border gambling oversight. Regulators from both countries recently discussed a potential Memorandum of Understanding (MoU). This agreement would allow them to exchange regulatory documentation, procedures, and checklists. In addition, the two sides plan to share valuable regulatory experience.
Angola’s Gaming Supervision Institute (ISJ) hosted a delegation from the Malawi Gaming and Lotteries Authority (MAGLA) on August 13. MAGLA Director-General Muchanankhwaye Mpuluka led the visiting team.
Meeting Tackles Shared Regulatory Challenges
Nerethz Tati, ISJ director-general, chaired the meeting. The discussion focused on regulatory challenges facing both authorities. It also explored opportunities to strengthen institutional cooperation between the two nations.
During the meeting, both sides discussed establishing a formal MoU. This agreement would center on institutional cooperation and mutual technical assistance. Notably, the presence of common operators in both markets adds real weight to the proposal.
Both Regulators Building Momentum Separately
Angola’s ISJ recently unveiled a nationwide gambling supervision strategy. This plan focuses on strengthening oversight and institutional cooperation across the country. Meanwhile, Malawi’s MAGLA opened applications for new casino and sports betting licences. Both moves highlight a shared focus on stronger regulatory oversight in the region.

A Shared Commitment to Responsible Gambling
The meeting also reaffirmed a key shared goal. Both ISJ and MAGLA remain committed to promoting a safer, more responsible gambling sector. They plan to achieve this through the ongoing exchange of knowledge and best practices.
Ultimately, the potential MoU places practical regulatory cooperation at the center of discussions. Common operators give both authorities a strong foundation. This foundation could help them build stronger coordination across their markets going forward. Stronger oversight also benefits consumers, encouraging licensed operators to offer safer options like a legal online gambling no deposit bonus rather than pushing players toward unregulated platforms.
