Rwanda has taken a major step toward becoming a regional digital finance hub after Parliament unanimously approved legislation legalizing and regulating cryptocurrencies and virtual assets.
The landmark bill, passed during a joint sitting of Deputies and Senators with 69 votes in favour and no abstentions, introduces Rwanda’s first comprehensive legal framework for digital currencies, tokenized investments, and virtual asset operations.
The new law opens the door for fintech companies, investors, and financial institutions to participate in a regulated digital asset ecosystem, marking a sharp shift from the country’s previously restrictive stance on cryptocurrencies.
The move follows a March 2026 Cabinet decision aimed at addressing risks linked to the once-unregulated market. Until now, the National Bank of Rwanda had maintained that cryptocurrencies were illegal, citing concerns around fraud, volatility, and consumer protection.
Lawmakers revealed that the lack of regulation contributed to at least 35 reported fraud cases, including pyramid schemes disguised as crypto investment platforms that affected thousands of victims.
With the legislation now approved, Rwanda joins a growing number of African markets seeking to balance financial innovation with stronger regulatory oversight, positioning itself at the forefront of the continent’s evolving digital economy.
