MAGLA Calls for Local and International Bids to Upgrade Gambling Monitoring
MALAWI- Malawi’s Gaming and Lotteries Authority (MAGLA) has launched a procurement process for a new five-year consultancy contract aimed at strengthening oversight of the country’s gambling sector through an enhanced Electronic Monitoring System (EMS).
In a Request for Proposals (RFP) issued on October 21, 2026, MAGLA invited both local and international firms to submit bids for the design, development, implementation, integration, support, and maintenance of the system. The authority stated that the contract will run for five years, with bid submissions closing on November 23 and openings scheduled for November 24.
The move underscores Malawi’s continued efforts to improve regulatory oversight of gaming, sports betting, and lottery operations. The Ministry of Finance previously credited the country’s existing EMS, introduced in July 2024, with improving real-time monitoring, revenue reporting, and operational transparency across the gambling industry.
According to Malawi’s 2024/25 Consolidated Report for State-Owned Enterprises, the implementation of the EMS contributed significantly to MAGLA’s improved financial performance alongside expanded licensing activities and stronger compliance measures. The regulator recorded a surplus of MK7.113 billion (US$4.1 million) in 2024/25, up from MK398.74 million (US$230,000) in the previous fiscal year, while revenue increased by 86 percent.
Malawi further strengthened its regulatory framework in April 2025 by requiring all licensed operators to integrate with MAGLA’s electronic monitoring system to promote greater transparency and compliance.
The current procurement notice does not specify whether the new contract is intended to replace, upgrade, or expand the existing monitoring infrastructure. Interested local firms are required to pay a non-refundable fee of MK10 million (US$5,700) for the RFP document, while international bidders must pay US$5,000.
The tender is expected to attract interest from technology and regulatory compliance providers seeking to support the continued modernization of Malawi’s gambling oversight framework.
