DRC Strengthens Gambling Oversight With Central Monitoring System
DRC – The Democratic Republic of the Congo (DRC) is advancing the development of a nationwide Central Monitoring System (CMS) aimed at strengthening gambling regulation, improving player protection and giving authorities greater visibility into betting activity and financial flows.
The initiative is being developed by the Ministry of Finance through the Cellule de Surveillance des Jeux d’Argent et de Hasard (CSJA), the technical body responsible for gambling-sector supervision, operator compliance, responsible gambling and player protection.
Details of the planned system were presented by Didier Bobwa Wese, Head of Information Systems and the Central Monitoring System at the CSJA, during the 17th annual Gaming Regulators Africa Forum (GRAF 2026) in Maputo, Mozambique, on September 16.
Speaking on a panel examining the use of non-intrusive technology in gambling regulation, Wese explained that the CMS is expected to connect with gambling operators and payment-service providers, allowing relevant information to reach regulators without disrupting operators’ platforms or the betting experience.
The system is designed to analyse indicators such as frequent deposits, significant increases in betting amounts, unusually high spending and potential over-indebtedness. These indicators could help authorities identify patterns associated with excessive or potentially harmful gambling behaviour.
The CSJA said the system will not be designed to collect unlimited player information. Instead, data processing is expected to be limited to information considered necessary for responsible gambling monitoring, with access to personal data restricted to authorised personnel.
The CMS forms part of a broader digital transformation of gambling regulation in the DRC. The CSJA is deploying a centralised national platform that connects gambling operators and electronic-money institutions to improve real-time monitoring of financial flows and strengthen regulatory oversight.
