South Africa Tables New Gambling Tax Bill to Boost Revenue and Industry Growth
South Africa has unveiled plans to overhaul its gambling and betting tax framework through the KwaZulu-Natal Gaming and Betting Tax Bill 2026. This was presented to the Provincial Legislature by Finance Member of the Executive Council, Francois Rodgers.
The proposed legislation seeks to align the province’s gambling tax regime with national laws while introducing a structured system of taxes and levies across the sector. Rodgers said the framework is expected to generate between US$3 million and US$6 million annually, with revenue directed into the Provincial Revenue Fund. A portion of the proceeds will ultimately support industry development through a newly established Gaming and Betting Transformation Fund.
Provincial authorities emphasized that the initiative aims to strengthen rural participation and growth within communities linked to the equine industry and If bill is passed, the legislation would mark a significant step in modernizing KwaZulu-Natal’s gambling tax system, balancing fiscal priorities with industry transformation and community development.
