NORTH WEST GAMBLING BOARD, SAPS AND NPA HOLD BACK TO BASICS TRAINING TO STRENGTHEN ILLEGAL GAMBLING PROSECUTIONS

SOUTH AFRICA – The North West Gambling Board (NWGB) has joined two key partners for a new training session. The South African Police Service (SAPS) and National Prosecuting Authority (NPA) also took part. Their goal was to strengthen illegal gambling prosecutions across the province.

The Back to Basics session took place at Rio Hotel Casino in Klerksdorp. It examined weaknesses in evidence collection and court documentation. It also looked at coordination between investigators and prosecutors.

Experts Explain the Legal Requirements

Advocate Van Biljon and Simon Mogapi led the presentations. They covered the legal requirements for several offences. These included cybercrime, racketeering, and illegal gambling.

The facilitators stressed three priorities. First, investigators must collect and document evidence properly. Second, teams must follow court procedures. Third, investigators and prosecutors must coordinate closely during case preparation. Together, these steps support stronger illegal gambling prosecutions.

Illegal Gambling Causes Wider Harm

Mogapi noted that the problem reaches beyond unlicensed machines and premises. Illegal gambling can expose children to gambling. It can also undermine licensed businesses. In addition, it creates opportunities for the movement of illicit proceeds.

Participants Flag Gaps in Court Cases

Participants raised several concerns about pursuing cases. Court notices sometimes contain errors. Evidence is not always documented well. Some cases also get withdrawn. As a result, these problems can weaken outcomes in court.

Owners and Beneficiaries Often Escape Charges

Participants also discussed a major challenge. Arrests often involve employees instead of the people in control. Owners and beneficiaries of illegal operations can therefore avoid accountability. Training aims to change that.

The session highlighted what must improve. Teams need stronger evidence and better case preparation. They also need closer coordination between investigators and prosecutors. These steps could help hold the real controllers of illegal operations to account.

NWGB Calls for Closer Cooperation

The NWGB said it has made progress despite enforcement challenges. It has carried out raids and closed illegal sites. It has also seized and destroyed illegal machines.

However, the Board stressed that more work remains. It wants closer cooperation with SAPS and the NPA. This partnership could build stronger cases and improve illegal gambling prosecutions in the province.
