Gambling Board of Namibia Opens Tenders for Real-Time Monitoring and Licensing Digitisation Systems
Namibia- The Gambling Board of Namibia (GBN) has invited proposals for two important technology projects. Both projects aim to strengthen the regulator’s core capabilities. The first project focuses on monitoring gambling operations directly. The second project targets automating licensing and regulatory processes.
First Tender Targets Real-Time Monitoring
The first procurement carries the reference SC/RP/GBN-01/2026 specifically. This tender covers the supply, deployment, and maintenance of a system. Specifically, it involves a central electronic monitoring system for the Board.
According to the tender notice, this system will operate quite differently. It’s expected to function remotely, online, and in real time. The system will record gambling activities conducted by licensed operators. It will also report transactions happening across the sector continuously.
Second Tender Focuses on Licensing Digitisation
The second tender carries the reference SC/RP/GBN-02/2026 instead. This project seeks a provider with different capabilities entirely. The chosen provider will design, customise, and implement a new system. They’ll also maintain an integrated platform for licensing purposes.
This platform will support several important functions going forward. Online licence applications represent one key feature. Automated workflows and compliance monitoring round out the core capabilities. Reporting and regulatory document management complete this comprehensive system.
Projects Have Different Timeframes
These two projects will run for notably different durations. The central electronic monitoring project spans just six months. However, the automated licensing and document management project runs much longer. This second project will continue for 60 months total.
GBN confirmed that tender documents remain available at no cost. Bidders must submit two separate proposals for consideration. Both technical and financial proposals are required from interested parties. The submission deadline falls on October 29, 2026.
Pre-Proposal Conferences Scheduled for October
Interested bidders can attend important pre-proposal conferences soon. The monitoring system conference is scheduled for October 1. This session begins at 10:00 specifically. A second session follows later that same day. The licensing and document management conference starts at 15:00.
Written requests for clarification also have their own deadline. Bidders must submit these questions by October 22 at the latest.
Legal Framework Requires Monitoring System
This electronic monitoring project isn’t simply optional for GBN. Namibia’s Gaming and Entertainment Control Act 2018 actually requires it. This legislation provides for a central monitoring system specifically. The system must monitor significant events involving gambling machines directly.
The Act also requires data analysis and reporting from this system. Furthermore, gambling machines must connect electronically to this central system. License holders bear responsibility for related installation costs themselves.
Timeline for Implementation Remains Unclear
GBN has not yet indicated when these new systems will launch. The tender documents also include some important caveats worth noting. This procurement process doesn’t obligate the regulator to award any contract. GBN retains the right to reject proposals entirely. The Board may also cancel this entire process if needed.
