Ghana Delays Digital Lottery Transition

GHANA- Ghana’s National Lottery Authority (NLA) has granted Private Lotto Operators (PLOs), lottery agents and writers an additional two months to complete the country’s transition to fully digital lottery operations, extending the compliance deadline to October 1, 2026.

The extension follows extensive consultations with industry stakeholders, allowing operators more time to migrate from traditional paper-based lottery systems to electronic platforms without disrupting business operations.

In an official statement issued on August 3, the NLA confirmed that manual lottery operations, which were originally scheduled to end on August 1, may continue until the new deadline.

“Following stakeholder consultations, Management has extended the date for the cessation of manual operations,” the Authority announced.

Digital Lottery Modernisation Remains the Goal

Despite the revised timeline, the regulator reaffirmed that Ghana remains committed to fully digitising its lottery sector as part of a broader strategy to modernise lottery operations, improve transparency and strengthen regulatory oversight.

NLA Director-General Mohammed Abdul-Salam had previously noted that several licensed operators were still operating hybrid lottery systems that combine electronic Point-of-Sale (POS) terminals with manual paper tickets.

The Authority believes eliminating paper-based lottery staking will improve operational efficiency, increase government revenue collection and enhance monitoring across Ghana’s regulated lottery market.

Operators Must Prepare for October Compliance

While the implementation date has changed, the NLA stressed that all licensed operators must complete the transition before October 1.

The Authority also encouraged businesses interested in becoming Lotto Marketing Companies (LMCs) to engage with NLA sales managers at regional and district offices across the country.

The extension provides temporary operational relief for lottery businesses while reinforcing Ghana’s long-term vision of creating a fully digital, transparent and modern lottery ecosystem.
