Ghana’s NLA–KGL Deal Set to Generate $53.4m in Government Revenue by 2027
Ghana is poised to significantly boost public revenue from its lottery sector following a renegotiated agreement between the National Lottery Authority (NLA) and KGL Technology. The revised deal is expected to deliver a guaranteed GH¢550m (US$53.4m) in government revenue by 2027, marking a major shift in the country’s gaming revenue framework.
According to a report by the Ghana News Agency (GNA), the agreement was restructured by a presidential review committee established to enhance returns from the lottery sector. The new arrangement introduces a 50-50 Gross Gaming Income (GGI) revenue-sharing model between the NLA and KGL Technology, ensuring a more balanced distribution of earnings.
Under the revised framework, the government is guaranteed GH¢550m in 2027, with projections indicating further revenue growth from 2028 as lottery operations expand. The committee also recommended extending this revenue-sharing model across Ghana’s broader lottery ecosystem to maximise state income.
The renegotiation follows months of scrutiny surrounding the NLA-KGL partnership. In April, the Presidency confirmed the legality of the agreement while calling for improved financial outcomes for the state. This move aligns with Ghana’s broader strategy to strengthen transparency, accountability, and revenue generation within its regulated gaming sector.
The development also coincides with the NLA’s ongoing digital transformation efforts. On July 21, the Authority announced plans to phase out paper-based lottery staking by the end of July, replacing it with electronic point-of-sale (POS) systems nationwide. The transition is expected to improve efficiency, enhance monitoring, and increase revenue collection.
If successfully implemented, the GH¢550m revenue guarantee will represent the first tangible outcome of the government’s review of the NLA-KGL partnership, positioning Ghana as a leading example of lottery sector reform and revenue optimisation in Africa.
