Angola Launches ‘ISJ in Dialogue’ to Strengthen Gaming Regulation
Angola’s Gaming Supervision Institute (ISJ) has introduced a new collaborative supervision initiative, “ISJ in Dialogue”, aimed at strengthening regulatory engagement, compliance and transparency across the country’s gaming sector.
The initiative officially commenced on July 21 with a high-level institutional visit to gaming operator Primeira Aposta in Luanda. The delegation, led by ISJ director general Dr. Nerethz Tati, included senior officials and technical representatives from across the Institute’s departments.
During the engagement, Primeira Aposta presented an overview of its operational progress since 2020, highlighting measures implemented to improve regulatory compliance, transition its mediation network to the Mediadores Express model, enhance staff training and advance its corporate social responsibility initiatives.
Speaking at the meeting, Tati described the initiative as a shift in regulatory approach, emphasising that effective supervision requires both oversight and engagement. She noted that modern regulation is built on continuous dialogue with operators, fostering trust, accountability and shared responsibility within the industry.
As part of its recommendations, the ISJ urged operators to standardise the visual identity of authorised mediators to improve player recognition, enhance transparency and strengthen confidence in the regulated market.

The regulator stated that “ISJ in Dialogue” forms part of a broader strategy to promote a culture of compliance, encourage best practices and deepen cooperation between regulators and licensed operators. The initiative also supports Angola’s ongoing efforts to build a more transparent, sustainable and well-regulated gaming ecosystem
