Rwanda Expands Betting Market as RDB Licences Three New Operators
The Rwanda Development Board (RDB) has issued licences to three new betting operators, marking a significant step in the expansion of Rwanda’s regulated gambling market.
The move reflects the country’s ongoing efforts to strengthen regulatory oversight while creating opportunities for growth within the betting sector. By onboarding new licensed operators, the RDB aims to promote competition, improve service standards, and enhance consumer protection across the market.
The licensing decision forms part of Rwanda’s broader strategy to build a well-regulated and transparent gaming industry that supports economic development. Authorities have consistently emphasised the importance of balancing market expansion with responsible gambling and strict compliance requirements.

With the addition of new operators, Rwanda continues to position itself as an emerging hub for regulated gaming in Africa, attracting investment while maintaining a structured regulatory framework.
The development also highlights a wider trend across Africa’s gaming industry, where regulators are expanding licensing frameworks to formalise markets, increase tax revenue, and curb the influence of unlicensed operators
