Senegal Appoints Abdourahmane Baldé as New LONASE Director General

Senegal has named Abdourahmane Baldé as the new director general of the LONASE, marking a leadership transition at the state-owned lottery.

The appointment was confirmed in a communiqué issued after the July 1 Council of Ministers meeting, chaired by President Bassirou Diomaye Faye. Baldé replaces Toussaint Manga, who had been in the role since May 2024.

A tax lawyer by training, Baldé holds qualifications in law and taxation and has built his career within Senegal’s tax administration, developing expertise in fiscal and financial matters.

Reacting to his appointment, Baldé expressed gratitude to the President for the trust placed in him, describing the role as both an honour and a responsibility. He stated that he intends to carry out his duties with discipline, integrity, and openness, while working closely with LONASE staff to strengthen the organisation’s performance and contribution to national development.

Outgoing director general Manga also issued a farewell message, thanking President Faye and Prime Minister Ousmane Sonko for their confidence during his tenure. He said he was leaving the position with a sense of accomplishment, highlighting key achievements recorded under his leadership.

According to Manga, LONASE reported a net profit of CFA19bn in 2025 and generated more than CFA90bn in revenue for the state between October 2025 and June 2026.

He congratulated Baldé on his appointment and wished him success in leading the national lottery into its next phase.
